English as a Second Language enables students to develop their English language skills in the Interpersonal, Informational and Aesthetic strands. These strands of language use are developed through the study of issues arising from a minimum of three selected topics and through the study of literature for the further development of language competency. The courses also provide students with research and study skills to equip them for learning across the curriculum and for future needs.

The following processes will be facilitated by the TQA to ensure there is:
- a match between the standards for achievement specified in the course and the standards demonstrated by students
- community confidence in the integrity and meaning of the qualification.
ESL315109 Processes - the Authority gives course providers feedback about any systematic differences in the relationship of their internal and external assessments and, where appropriate, seeks further evidence through audit and requires corrective action in the future.
ESL115109 and ESL215109 Processes - The TQA will verify that the provider's course delivery and assessment standards meet the course requirements and community expectations for fairness, integrity and validity of qualifications the Authority issues. This will involve checking:
- student attendance records; and
- course delivery plans (the sequence of course delivery/tasks and when assessments take place):
- assessment instruments and rubrics (the 'rules' or marking guide used to judge achievement)
- class records of assessment
- examples of student work that demonstrate the use of the marking guide
- samples of current student's work, including that related to any work requirements articulated in the course document.
This process will usually also include interviews with past and present students.
It will be scheduled by the TQA using a risk-based approach.
| Assessment Guidelines and Information |
The external assessment structure for this Level 3 course is as follows:
* A 3 hour written examination paper that assesses criteria 1, 3, 4 and 6.
* An oral examination that assesses criterion 2.
Eligibility requirements to undertake English as a Second Language 5C (ESL5C)
Students wishing to study English as a Second Language for tertiary entrance purposes, must be aware of the following eligibility requirements:
- The prospective student's first language is not English.
- The student has been resident in Australia no more than five calendar years immediately prior to January 1 of the year in which the syllabus is to be taken.
- English has not been the major language of communication and/or instruction for a total period of not more than five years prior to January 1 of the year in which the subject is to be taken.
At time of enrolment the TQA will seek verification from schools and colleges as to students' eligibility.
